Each posting has an open and close date on it.  That is the only time a bid can be submitted.  Any bid submitted prior to a posting opening or one submitted after a posting closes, will not be counted. 
Your completed 1717-A must be signed and round dated from the start of the opening posting date at 6AM (NOT BEFORE) and closes at 11 AM (NOT AFTER), 11 days later. When completed, your bid must be placed in the determined locked box at your office and not given to any supervisor.
